A lifelong resident of Sacramento County, Rick is keenly adept at marketing fine homes in Sacramento and the surrounding communities. Rick is a member of the Sacramento Association of Realtors, the California Association of Realtors, and the National Association of Realtors. He is a holder of the prestigious "Graduate Realtors Institute" (GRI) designation.
Rick served for many years on the Sacramento Association of Realtors (SAR) Professional Standards committee upholding the high ethical standards and enforcing the Code of Ethics of the National Association of Realtors and the professional real estate industry. Married in 1980, Rick and his wife of 29 years Cindy (Cariker) Keltner, make their home in the Elk Grove community where he was born and raised. They met in 1977 while pursuing undergraduate studies at Sacramento State University. In 1976 Rick joined Phi Kappa Tau fraternity which he continues to serve as a member of its National Council (board of directors).
Cindy is a member of the Alpha Phi International sorority and since graduation has continued her involvement in a number of capacities. Most recently she has served as the chairperson of their national Strategic Planning committee, as she continues to advise and mentor to the young women at Sacramento State following in her footsteps.Community

Both are active in their community. Cindy serves as the Chairperson of River City Community Services "Empty Bowls" project, dedicated to combating hunger among Sacamento's working poor.
Rick has served on a number of non-profit boards including the The Scottish Rite Childhood Language Disorders Clinic Board of Governors, and The Masonic Temple Board of Directors. He is a co-founder and the first president of the Downtown Sacramento Masonic Building Fund, a 501c(3) foundation dedicated to the preservation and restoration of historically significant Masonic buildings in downtown Sacramento.

He is also President of Phi Kappa Tau Properties, Inc. an organization dedicated to improving the quality of student housing at Phi Kappa Tau chapters across the country.

As an alumnus of Phi Kappa Tau, Rick is committed to the cutting-edge Leadership Development opportunities the fraternity offers its young men. He is particularly proud of the fraternity's association with the Hole in the Wall Camps for children with serious illnesses.
A Past Master of Union-Kit Carson Lodge No. 58, Free and Accepted Masons, The Sacramento Scottish Rite, and a noble of the Ben Ali Temple of the Ancient Arabic Order of the Nobles of the Mystic Shrine.
